Notification will never wake up your screen unless you have an app for it. Try testing if it wakes up in Safe Mode:

/t5/FAQ/How-to-boot-your-phone-into-safe-mode/m-p/348008#U348008

Is there anyway I can set the phone so that screen turns on to notify me of notification. I know the led turns on but the led is so small I miss it. Also the notification sound is low I miss hearing that too unless I double tap the screen to wake it up.

Is it possible for the screen to wake up?

Install Dashclock. you can then configure some notifiers for individual apps (email, hangouts etc) and one of the options is wake up screen, although it'll time out after the usual duration.
