touches sometimes not registered

Hello this is odd. It happens several times per day at least. I am on home screen, click an app and it does not start! But I heard the click sound and saw the animation of the icon being touched. I always wait one or two seconds expecting that it is actually just loading, but no. The second time I click it it starts ok. Happens with all apps from homescreen. But imagine if I am in a bus or tram and have just a few seconds to run a public transport app and decide if I get off this stop or the next one...too bad. Does it happen to you too?
Maybe it is not just homescreen because sometimes I see swipe scrolling not working a few times in browser or games and such. And I do have debug touches activated so I see that my touches are being registered but sometimes nothing happens...
