Display, Brightness and waking up issue

Weird issue with my phone.
When I wake my phone after it has been sleeping for more than 3 seconds, it gives me different reactions depending on my brightness set.

At 100%, no problems
At 20-80%, it gives me what you see in that image for a second or 2 then nothing is wrong with display.

At 0%, same thing happens but for much longer. Sometimes, it doesn't go back to normal unless I sleep/wake a few times though.

Did factory reset and got the latest updates.
I tried to play with different things in settings to get rid of it but it's still there.

I have adaptive brightness off, smart backlight control off, image enhancement off. Nothing fixed it.

Any solutions?

Unfortunately, this is a second hand phone so I don't know since when it started, no deal breaker as long as I leave some brightness on since I got it at half price but would like to have it fixed if it can be fixed.

I'm sorry to tell you this, but that's a hardware issue. You have to contact your Local support to get it inspected by them.

I knew the price was too good to be true.
I guess the frigging seller knew the problem doesn't occur when brightness is at max and let me run tests on that level of brightness. Don't feel like paying over 100$ to fix this so I guess I'll use it as it is. It lasts for just a second anyway. Never buying second hand phones again... Especially when some scammers blacklist the IMEI after they sold phone apparently... Should have googled more before buying, learned a good lesson...
