Playmemories Home upload issue

A friend of mine is using Playmemories Home to upload videos to his YouTube channel. However, even though enabled on Youtube, Plamemories home refuses to allow uploads of above 15 minutes in duration.

Is there a fix for this issue? I'm assuming the issue is with playmemories software.

What's the operating system of his computer? Is it fully compatible with the software?
