Help with PS plus membership

hello, i have try to do registration for PS plus (because my 3 month membership is finish) but I can't pay. I have try to buy from my credit card ( i have use the same credit card befor) from  PayPal and from my wife credit card but it's stay  Error ( E-82000171 ) 

Way I can not buy PS plus ???????
