If you go to Settings > Apps > 3 dots in the top right corner > Show system > Settings > Storage > Clear data.
Try uninstalling the launcher now and see if you experience the same behaviour.

I want to make sure that I understand your question correctly.
You installed the Arrow Launcher from Google Play store and when you are trying to uninstall it you run in troubles? If that is correct, you could please elaborate on what happens when you are trying to uninstall it?
I would also like to know which phone model and Android version you have, you can find this information in Settings > About phone.

So when you go into Settings > Security > Lock screen & security > Device administrators, you can't unmark the checkbox next to the name of the launcher?
Could you please try rebooting your phone in safe mode and see if you are able to unmark this box and proceed with the uninstall of the launcher either in Settings > Apps or in the Google Play store.
