In Android 8 and later it looks a bit different since there is notifications channels in these Android versions and not just an on/off button.
Does the device vibrate for all notifications or is it from certain applications? Keep in mind that all applications don't have a setting to turn off vibrations as this is up the developer of the application to add support for.
If you know the name of one of the applications that makes the device vibrate when you receive a notification, go to Settings > Apps & Notifications > App info > find the app > App notifications. Here you may see something called "Categories", tap on each one of them and see if you can turn the vibration off.
