I think that you are referring to Google Pay, if you are, you have to download the app from the playstore

The option Touch and Pay to set the prefered payment method is in Settings>apps and notifications>preset apps>touch and pay (but you need to have the NFC enabled for that option to appear).

As well as Google Pay (which is not available in all countries, or partnered with all bank accounts) if you are trying to get what your friends phone does with yours you may also find your bank has it's own app.

E.G.  In the UK  Google Pay is used by banks/bank brands like Natwest & HSBC + m&s  but not barclaycard, who use their own app which has the ability to make the phone a NFC payment device.

Once you have the apps you need, then you can set the default cards within the apps, and the default apps within the overall settings of the phone.

As there are many solutions to your question.  First think of which bank/payment provider you wish to use and then go to their website to see what their options are for android phones in your country.
