Unable to send message with picture added

I bought a Xperia Z3+ last Wednesday and today I tried sending a picture message and it just won't send is there a setting I'm missing that I need to tick or untick

Do you have data enabled? and the correct APN settings?

settings > more > internet settings > accept

It doesn't open to let me click accept it just downloads stuff when I click Internet settings thats it
What is an APN setting where do I find it and what should it be on

Settings > more > mobile networks > access point names > add new > you will have to either get the info from your carrier or google it > save 

do you have a data plan? is the data on?

I have an APN already set on 3 mobile Do I need to change it if so could you guide me to the correct kind of website
Yes I have a data plan and data is on

You can call your carrier/network and request them to send the APN OTA or you can google Android APN settings _name of carrier__ __Country___

Found out the problem my phone company had put a cap on sending picture messages for some reason

Glad you found the issue, did they end up removing the cap for you?
