Hi everyone, I would like to know if Vaio VGN- CS21S can have Windows 7 and works properly?

You should have no problem as all necessary Win 7 drives are available from Support.

I’m unsure whether your OS version is 32-Bit or 64-Bit but if upgrading to Windows 7, as opposed to a clean install, you need to stay with the same version.
