E3 is blocked?

Hello I some days ago buy used Xperia E3 (D2203) model and mobile turn on and working till I put in SIM card, then this show me attention about entering network code to unblock...

I googling this problem and find interesting result. When I put the *#*#7378423#*#* ang go to service menu. I take the picture for better explain situation:

What is mean? Phone is blocked for steal and I cannot using more? Or phone is blocked for some operator network and I can unblocking with special code or something...?

That's what it seems like, or if you attempted to unlock the phone but you enter the wrong unlock pin code.

This seems like a network locked device, have you tried contacting the network to obtain a  network unlock code?

The phone you purchased appears to be locked to a specific network provider so you will have to contact that network provider in order to get an unlock code, only then will you be able to use the phone with another network provider.
If you aren't aware of which network provider it is locked to you should probably contact the person your purchased the phone from.
