I've tried the repair tool on pc companion, etc.
Not sure what other details to post here...
The current firmware version is 4.4.4 Kitkat, pc companion and the phone itself keeps saying it's up to date, sony mobile said it was currently on lollipop and up-to-date. Bought the phone in November, 2014. I've repaired it twice, and would like to avoid having to root it to get it to lollipop. I haven't rooted it at all prior.

If you don't want to wait
1. download flashtool
2. download the FTF file
3. flash the phone.

Keep in mind that your phone doesn't have any warranty from Sony.
*Software rollouts are a phased process – timings & availability will vary by market/operator. Most models supported but some operator/market exceptions will apply
you have 2 options
1. wait for the update to be approved and released in your country/region or if your phone is or was locked to a carrier/network branded, you will have to wait for them, not Sony, to approve and release the update.
or
2. flash your phone, flashing it's NOT rooting nor unlocking the bootloader.
I suppose that might be it, my carrier is Straight talk, via At&t. My region is the united states, so it should be available.
But the Z3 compact it's not locked to any carrier. Did you purchased this phone at a Sony store or amazon or ebay?
I bought it via Amazon, though it did come from Singapore I believe. It was purchased new. Region locked maybe? It comes stock with a lot of preinstalled Singapore apps that are restored when I repair it. Seems like the most obvious problem with this is that it was from Singapore, but the sony mobile site for Singapore even says that Lollipop is available as well. So I'm not exactly sure what the problem is.

Welcome to the community.
You will likely notice regardless of the Sony Mobile website you go to it will say that lollipop is the latest software. That is true, however the network carrier the device was intended for still needs to accept the update before it will be available to you.
In your case, it will be a carrier within Singapore.
Thank you, so does that mean I need to get a Singapore carrier? I currently am living in and using a United States Carrier (At&t via Straight Talk). I'm imagining that this more than likely will mean I won't be able to get the lollipop update then.
