I am sorry to hear about the issue with the call log.
This could be related to bad data causing issues with the Phone app specifically. I would first suggest clearing out the Data from within the Phone application and then testing to see if the lag has been removed.
Note: this will remove all the call log data, so make sure you have taken down all the information you need from it.
Apps > Settings > Apps > Press the 3 circles at the top right-hand side > Press Show System > Scroll through the list at the bottom and find Phone > Press Storage > Press Clear Data

There is a way to help clarify where the issue may be coming from, can you please boot to Safe mode and advise if the same issue occurs?

Same issue here. The call log lags during scrolling.
problem is same in xperia x f5122.. nd it is from new 7 update
